The GST Network (GSTN) has introduced a new biometric-based Aadhaar authentication and document verification process for GST registration applicants in Chhattisgarh, Goa, and Mizoram. This new functionality aims to enhance the security and accuracy of the GST registration process. Here’s a detailed overview of the new process and what applicants need to know.

Key Points:

1. Amendment to Rule 8 of the CGST Rules, 2017: The rule has been amended to allow identification of applicants on the common portal based on data analysis and risk parameters. This includes biometric-based Aadhaar authentication, taking a photograph of the applicant, and verifying the original documents uploaded with the application.

2. Rollout of New Functionality: The new functionality has been developed by GSTN and rolled out in Chhattisgarh, Goa, and Mizoram on December 15, 2024.

3. Document Verification and Appointment Booking: After submitting the application in Form GST REG-01, applicants will receive an email with one of the following links:

  • OTP-based Aadhaar Authentication: Applicants can proceed with the existing process.
  • Appointment Booking: Applicants must book an appointment to visit a GST Suvidha Kendra (GSK) for biometric-based Aadhaar authentication and document verification.

4. Steps for OTP-based Aadhaar Authentication: If the applicant receives the link for OTP-based Aadhaar authentication, they can proceed with the application as per the existing process.

5. Steps for Biometric-Based Authentication: If the applicant receives the link for booking an appointment, they must:

  • Book an appointment using the link provided in the email.
  • Visit the designated GSK as per the chosen schedule with the required documents.

6. Required Documents for GSK Visit: Applicants must carry the following documents to the GSK:

  • A copy (hard/soft) of the appointment confirmation email.
  • Details of jurisdiction as mentioned in the intimation email.
  • Original Aadhaar Card and PAN Card.
  • Original documents uploaded with the application.

7. Biometric Authentication and Document Verification: The biometric authentication and document verification will be conducted at the GSK for all required individuals as per the GST application Form REG-01.

8. Appointment Scheduling: Applicants must choose an appointment for biometric verification within the maximum permissible period indicated in the intimation email. ARNs will be generated once the biometric-based Aadhaar authentication and document verification are completed.

9. GSK Operation Days and Hours: The operation days and hours of GSKs will be as per the guidelines provided by the administration in each state.
