Government Clarifies: No GST on UPI Transactions – Claims Are False
The Government of India has categorically denied recent claims suggesting the imposition of Goods and Services Tax (GST) on Unified Payments Interface (UPI) transactions exceeding ₹2,000. These allegations have been labeled as “completely false, misleading, and baseless” by the Ministry of Finance, reaffirming the government’s commitment to a cost-free digital payments ecosystem.

Key Clarifications
✅ No GST on UPI Transactions
The government has clarified that there is no proposal to levy GST on UPI payments. GST applies only to service charges like the Merchant Discount Rate (MDR). However, since MDR has been waived for UPI transactions, no GST is levied on these payments.
✅ MDR Waiver Since 2020
As per the Central Board of Direct Taxes (CBDT) Gazette Notification dated December 30, 2019, MDR was removed for UPI Person-to-Merchant (P2M) transactions effective January 2020. This waiver ensures that UPI transactions remain free from GST implications.
✅ Government’s Push for Digital Payments
The government has introduced an Incentive Scheme for UPI since FY 2021-22 to support small merchants by covering transaction costs. The allocation for this scheme has grown significantly over the years:
- 2021-22: ₹1,389 crore
- 2022-23: ₹2,210 crore
- 2023-24: ₹3,631 crore
GST Provisions on Online Payment Transactions
Under the GST framework, digital transactions are subject to tax only on service charges like MDR or convenience fees. For instance:
- Credit/Debit Card Payments: GST is levied on the MDR charged by banks or payment processors.
- Wallet Transactions: Similar to card payments, GST applies to service fees.
